Crack Babies, how many should a woman be allowed to have?

A friend of mine at work has a sister who is addicted to drugs. She is in and out of jail at various times, and she has also now had 3 babies who were addicted to drugs when they were born. She has 4 children all together, and different family members are raising the kids. I think it is great that the family has gotten the boys and are trying to make sure they are together as family. But my question is, do you think she should be allowed to have anymore children? In my opinion, she should be made to have her tubes tied or something. I believe in giving people second chances, but I think it is ridiculous to allow a woman to continue to do this. She has put strain on the rest of her family and in my opinion has endangered the lives of children. Do you think the courts should be given the right to hand out a sentence of this sort? I sat with my friend while she cried because she couldn't financially support another child with special medical needs. She was so happy when another family member adopted the newest baby. She also wishes the courts could do something to make her stop this behavior.
