It is absolutely safe to give a credit card guarantee in paypal. They will never charge you without your consent. They use your credit card number to verify your information. After verifying they will provide you with an expanded use number which will appear on your credit card statement. Put in this number in the verification box at paypal site and you get verified. If you are trading online you have a upper hand over the others who have not verified. Your credibility increases. The other advantage ids that while trading online you will never have to give your credit card number again to the party you are trading with. Just key in your paypal email and it is paypal who will charge you on your credit card. You credit card number is protected. Also the other advantage is you need not maintain funds in paypal as the amount you spend through paypal is directly charged on the credit card number you provide while verification. Paypal does charge a small fee of $1.95 for verification but it is immediately refunded the first time you send money to another paypal.
So you can go ahead and give your credit card number.

It is absolutely safe to give your credit card details to paypal, they will not take your money without your consent for sure. Paypal belongs to ebay, a respected online business site. If they are taking money, there will not be nearly million users in paypal and using it as the best way to transfer funds online. So, don't worry, go ahead and give your details and earn lots and lots of money and get it through paypal.
