Can we withraw money from paypal withoug verifying our a/c?

I am an Indian. I heard that we can request a cheque from paypal ( more than $150), and paypal isues a check in our local currncy after charging 5$ charges. Do we neeed to verify our paypal acount for that or can we withraw money from unverifed a/c also? Also is there is any other way of verifying paypal a/c without using credit/debit card? Pls help me out. Also give useful links, if you have, so that I can read in detail. Thank you all of you.
