I have Refund Problem in PayPal. Will You Help Me?

This problem is regarding my paypal transaction. Few days back i have sent some XXX$ to my cousins account in the USA and he used it for his own purposes and when i told him to refund he told there were insufficient amounts and he told that he ll add funds to his account from the bank account he attatched to his paypal and then refund me the amount so that there ll be no processing fee. Today he accidentally refunded my money. Now the problem is that the funds he ordered from the bank dint actually deposit in to his account and its saying that they are still processing and in my account i have got the receipt and its saying the refund is pending. In his account the paypal have created a new transaction column depicting that the amount ordered from the bank is uncleared. So what is the exact solution to the problem? How long does it take to be solved? Is the money going to be safe though its late? Please let me know the details regarding this as i know this is the right place where the apt answer can come.
