Why do few people lack common sense and..

do something which can irritate or make the other person's life miserable.
I have fellow in my society who returns from work at mid night and keeps blowing his car's horn at that hour of the night. Every night he wakes us up and I don't understand why he does that.I have tried complaining but no use. You all must have also come through such annoying situations where people tend to lack common sense and others suffer.

I don't know, I wish I did. It just seems that so many people act like their own needs and wants are the only ones that matter. And retaliation is not an option I wish to use on people as that just cause more and more trouble. With this man, have you tried to talk to him directly? To explain how irritating it is. If you find out why he is doing it, maybe you can help him find another way to get whatever it is he is getting from doing that.
