What should be done to decrease the traffic

Hi! Due to this metropolitan cities, the traffic has increased alot and a lot of land is wasted as parking. So what should be done to decrease this

The Government can make overhead roads with suufficien space for parking on the ground level.
Another idea is we can have movable conveyers on the road, so that the vehicle users can park their vehicles at far off locations and reach the place on conveyers.Even a nominal fee can be charged during peak hours. This is an wild idea...Is it not? But to manage the crowd it is one of the solutions as we see in airport.
