i am not sure that you can convert html styles to directly to seperate css with the help of software.
manually it is ok for small number of pages , but if you are doing for large number of files practically it will be difficult. if you are haivng some converter then it will create large css file that will be dificult to look into it. so better way is just make css and apply to them on html pages.

html is the language to build your "content" while css is the language that defines how that content is displayed/presented in browsers.
html and css are two of three things that make up a web page. The other one is DOM scripting
html(content) - css(presentation) - DOM (behaviour)
css to html is what a 'skin' to winamp.
and,no, there's no way you can convert a html to a css. There are tools to make it easier for you to style your html using css (topstyle, dreamweaver, expression web, etx)
