Why do you think Jordan Collier wanted to make Promicin available to anyone?

I must say I never understood that. All I can see coming of it is a sort of anarchy where all sorts of people having all sorts of powers would take themselves all kinds of liberties because no one would be able to stop them. I really cannot see the good in that.
