Only way to make punctual is love; love for home/family, good relationship, two way and clear cut communication, trust on each others etc. This is not possible in absence of above. Seems your partner is either too much busy at outside work or enjoying with other friends, one of both may be. To find out the solution, you need to watch his activities and behaviour. If good relation is not between you both, try to deepen it by discussions. Express your feelings frankly. If going out is essential after work, try to go you both.
