http://www.writerswrite.com
http://www.howtotellagreatstory.com
http://www.writersweekly.com
http://www.suite101.com

These are just examples, but as you visit them, you'll notice they link to many other sites, newsletters and forums. I encourage you to subscribe to as many free newsletters as you can. Also, you'll find many of these sites offer free ebooks about particular topics specific to writing careers.

In order to answer your question well, I would like some more information. When you say you want to be a writer, what kind of writing would you like to do? Are we talking fiction, non-fiction, poetry? Long stuff, short stuff? Do you want to write in your language or in English?
Some starting suggestions: Write, write and write some more. Practice writing. Write articles, reviews, post replies here. Make notes of things you want to write about. Learn a new vocabulary word every day and practice using the new word in different sentences. Join Helium.ocm and start by rating articles there until you feel comfortable submitting an article. By rating articles you will get some idea of different ways to write and things to write about. In their "community" section on Helium, they also have a lot of writing lessons and hints. You can never learn too much about writing!
