What can we do to remove/bann a SCAM site?

I hear a lot of sites that have not paid to its user. There are some sites that have been making money like this, fooling us, the online community, and wasting our hard work that be put on them. I want to know, if there is any forum, where we can report these sites. Like for example, I know in Orkut, we can report a community, if we find it offensive, and after a particular number of complains (500 or 1000) Orkut removes that community. So, I want to know, if there is somewhat similer arrangement for these SCAM sites, I would love to report a few ones! Let me know. Thank you.
