My friend has a 16 month old baby, and is needing some tips on how to put him to sleep without rocking him. I am sure any suggestions are going to be needed.

Some calming music and images help for some from what I've heard, but not much experience with it myself I must say up front :).

getting them in a set routine always helps. right before bedtime start a calming down sequence...meaning turn down the lights, take them into their room or a quite place....place them in the bed and stay by their side. at 16months, the first couple weeks are going to be hard...but just place them in their crib and let them cry to sleep. those normally works for most babies. another way to is just hold them against your chest until they fall asleep. the sound of your heart beat will put them at ease.

This sounds good too. I will pass these on. So far these are all good suggestions. I guess she will just have to dive right in, and do it.
