Saying I Love You, doesn't really change anything does it?

Some guys have this taboo, that when we say "I Love You" to their partner, their partner transforms from being a sweet and fun person to this scary, clingy, jealous, over needy person. Personally, I've told my partner that I love her plenty of times, simply because I do and she hasn't changed at all.
This can't be a rare case, could it?

Saying Love sense a lot but most of partners won't let it out as they feel if they get excited or something then the partner can it as advantage and do some naughty things or he'she can use it to make there moods when some problem comes. But most of people won't bother whehter they partner says i love you or not.
