How to declutter?

We have decided to convert our study room into a bedroom for our boys. As usual, there are heaps of things to be cleared out. Some can still be used and some will be thrown away. If we can just sort the things out without getting a massive headache! Anyone has a systematically way to do this?

The golden rule is to put everything in its proper place. I keep my house span, I have two school going kids and we both are working. I have trained my family members to keep their things in proper place and they automatically do so. I have allotted separate cabinet, bookshelves, desks and bed to each child, where they keep their respective clothes, books and papers.

Dont know if it is still on but there used to be a show that had peopel go into homes and get rid of all there junk and redecorate there house for them. the rule of thumb they had was anything that wasnt a family heirloom or hadnt been used in three years had to be thrown out.
