why won't people use their car seats correctly?

the most dangerous thing most parents do with their kids each day is drive them around in a car and still most parents don't put in the necessary time/effort/money to protect their little passengars...why is that? even my friends who are otherwise good parents fail to do the right thing.....it's so frustrating.
