why do some people go for vote buying?

recently, national and local election here in philippines is over. but then again as we go deeper into this matter, some people do practice cheating during elections. some politicians give money to the contituents, and this is a very clear manifestation of vote buying. this is strictly prohibited by law under the omnibus elections code. what is your perspective about this? what about the election in your own country?
