Yup,my dormmates and I are suffering from a disgusting and insane man,we don't know how to do with this trouble.
About 2weeks ago,we could get a phonecall from a stranger voice,he kept silent after we picked the phone and said"Hello?" Then he would say"Who's that?Oh,I may call a wrong number."He ended the conversation.But a few minutes later,he would dial again and said the same thing.
At the beginning,we all thought that maybe some men just dail the wrong number,but later we noticed that every time the voice was SAME!
The time he dailed was regularly,between 4:00 to 5:00p.m.We had warned him in the phone but he didn't listen to us and he would ended the phone as quickly as we picked it up.INSANE MAN! We had complained our trouble to the administers in our dorm building,but they said that they had no right to monitor the phone in our dorm building.
My friends,have you ever experienced this trouble or could you tell me how to deal with this problem?I'm eager to receive your responses.Thanks a lot!

Hello,shinjiao,i have not had any experience like that before,the only way to deal with this problem is either to tell him not to call again or not picking up the call if you know his caller ID.If you do not know his called ID,probably ,he will call back again,it may be better to ask him what does he want,if he hangs up,you get nothing to do.

We tried to ask him what did he want but he kept silent and then hung up.
Because our dorm's telephone number is controlled by our university,so that we cannot check out his real ID telephone.
Now we find that he just wanted to hear our voice because he can recognize our different voice.But he cannot speak fluently so we guess that maybe he is a stutter.Maybe,maybe....

Hello, shinjiao.
The man who calls to you is really an insane man. You said he'll call you at certain time every day. I think you and your roommates must know his number. All of you should refuse to pick it up for several times, so he may give up his crazy behavior. Or when he dials again, you should ask the administer to pick up his phone and give him a warn.
I also live in a dorm with other girls but we haven't encouter this problem .
Wish you'll get rid of from this trouble as soon as possible.

Untill now,we cannot know his number,but yesterday,the guards in our dorm building gave us a number and told us to ask for help.
We dialed it and the assistant said that we must make sure that the man would call at least 4 times a day in next 7 days.Or they couldn't help us.We will try.But we cannot make sure that whether the man will call at least 4 times a day in next 7 days. :(
Well,the only thing we can do now is to tell our friends and parents don't dail us between 4:00-5:00 in the afternoon.Because we won't pick up phones in this period.

I think this comes under harassment and you have every right to report this as a safety and security issue. If your university won't budge, then take this to the local police and administration offices.Let them deal with it and embarrass your university if they do not put the security of its students as priority. The university may not listen to you,but it will have to listen to the police, if they investigate this further. In the U.K they take harassment very seriously. Good luck my friend.

That's bizarre Shin, I honestly don't know what to say. And you said he calls at a particular time, between 4-5pm. After reading you discussion. A thought came to mind and I was thinking... now this is only a thought but, it sound like someones playing tricks on you guys. One clue is he's calling between 4-5pm. Did anyone have problem from their last residence? Maybe this guy is a stalker.. I hate to put that thought in your head but, you have to keep such possiblities open. Have you ever thought of changing your number, I'm quite sure it would be somewhat expensive to do. But, what other option do you have?

Yes,it's possible that he just plays tricks on us.
We cannot change the telephone number.Each dorm has the certain number and even the administers of the dorm building don't know every dorm's telephone number.
We knew our number after we fixed the telephone by ourselves (we bought a telephone in the shopping mall and then the worker from service center helped us finish the installation) And we used a phone call dialed our mobile phone number then we knew the number of our dorm.Maybe all the telephone number are given by the service center.
Maybe he is a stalker.We are not sure about that.Because there are only 2 native girls and they seldom live in the dorm.Other 4 (include me)come from other cities.So for we four girls we have minor possibility to be stalked by someone.
Moreover,we had experienced similar events before. At that time we lived in another campus of our university and before we moved in the dorm,the junior students had lived in for one year so that sometimes we could get the wrong call.But these wrong calls never call again.However,the recent dorm building now we live is just a new one.We are the first students who live in it.So we have deleted the possibility of revenging some student who lived here before.
Now the efficient way to deal with the insane man is doing nothing when he dials.

Yes, I have. The house I lived in before this one got a rash of those calls and I HATED it. I had caller ID, but the person's phone number was always 'unavailable' which meant either a pay phone or a great distance away. It wasn't merely 'witheld', which would have meant an unlisted ex directory number.
I did several things. I had caller ID, so I wouldn't pick it up and give anyone the satisfatction, normally, of knowing for a fact I was home and being annoyed. They never left any message on the machine. Once in awhile I would pick it up, and they would never say anything. I didn't have a whistle, but I had a really loud bulb style bicylce horn, and I would blow that into the phone. Since I wouldn't normally pick up, I knew they probably did have their ear at the reciever and they wee probably being as annoyed as I was!

so insane man,but don't know the aim of his action to disturb your life.i have experienced this trouble in my college life.one day,a stranger man called my mobile phone,he kept silent after i picked the phone and said"Hello,he said that he was sorry to call me and he wanted to check his mobile telephone whether better or not,and asked me to shut down my phone a few time.so i shut down a few time.but the time when i went back my bedchamber,my classmate told me that my parent called a phone,a stranger man took a phone to my parent,said that i have happend a traffic accident.and needed many money to send hospital,please hurry up to send money in the bank card.i was luck to receive my message that didn't be cheated by the man.

Since you live in China the following may not apply. Here in Canada we could ask the phone company to block a particular number to get through to our phone. So he could phone and phone but your phone would never ring. The other thing we could do is to subscribe to caller display and get a phone where the number and name who called you would show up. I have this feature and don't answer the phone if I don't recognize the number or name. If all of this is not available or too expensive for you get an answering machine, they are very reasonable, and let all your calls between 4 and 5 go to the answering machine. Then listen to your messages and phone back your legitimate callers. Good luck to you, I hope you can get rid of this creep.

But you're right,China is quite different from Canada. :(
Our dorm's phone is controlled by the university and that means students cannot buy the phone you mentioned above.My home use this kind of phone which can show the caller's number and time on the minor screen.But in the dorm,this kind of phone is forbidden.(But the administers don't tell us any reason.)We just use a normal phone.

I would try to get the guys number by either caller I.D. which tells which number he is calling from.Or here in the U.S. you can hit certain numbers on your phone after the call and it will let you know the number that called you.Check with your phone service to see if this is available.If you had an answering machine he probably wouldn't leave a message.So I suggest a tape recorder.Answer the phone and record what he says.When or if you can get where the calls are coming from press charges and take him to court.Is ther anyway you can get your number changed?That is a shame that the administers don't do anything about this.Hope the creep goes away.

The key point is that our phone is controlled by the university so that we have no right to check out the phonecall service.The administers refused our requirement.That's to say,we cannot know the caller's name,address,number and other items.
Yes,we have warned him that if he react his action,we would call for the police.But you see,actually we cannot get his ID information and we have no evidence to accuse him.That makes us disappointed!!!!
