school buss and no seat-belts

how do you feel about a school buss that carries our most precious blessings our children not having seat-belts? do you think it is ok or not? is this for there protection that there are no seat-belts or is it endangering them?

Public transport, trains, etcetera have no belts either. Does it really matter? I highly doubt it. Buses have a max speed limit which isn't too high, unlike with a car right in front of you there's no windshield but directly another bench in a much smaller space, etcetera.
