I know how it is. I have a hard time too. The best way to keep a home tidy is to have storage space, boxes, shelves, racks. Decide what you want to keep and get rid of things you are not using. Decide a place for everything and then always put it in that place. Do the dishes right away. It takes no time to wash a cup and saucer and one plate, but it gets very messy if you let the dishes pile up. Sweep or vaccume regularly. Do one room at a time, even 5 minutes in a day. Take the garbage out daily if you live in a hot climate. You will eliminate odours and insects. When you take a bath or shower wipe down the tiles after you are done and collect the clothes and put them in the place that you decided on. Leave the room tidy. If you have some money hire someone to come in once a week, to clean the bathroom and kitchen. As for your neighbours, speak to them once again. Give them a garbage bag and ask them to clean up the waste. Explain to them that it is very bad for health since it attracts rats and other unwanted animals and insects. Tell them if you find any more refuse you will call the authorities. If your neighbours do not cooperate and the authorities don't help collect the rubbish and throw it back into their own yard. Hope some of the suggestions are helpful. Good luck to you.
