poor , whose fault ?

some coutries are so poor that they havn't money to buy food and close . Whose fault ?

They must stop to blame and to look for fault. They must do their best to work hard and to change their destiny.

thank you aswer my question . although some countries' people are work hard , they can't eat full . Their child can't to read and reiceive education . all of this , whose fault ? world ? socitiy ? country ? or war ?
