What is the best form of government?

There is an on-going discussion about changng the present form of government in the Philippines from presidential to parliamentary. Both forms have their respective advocates.
Personally, I have no choice at all. For me, the essence is not the form of government but how the government is run and how the governed behave.
Does form of government really matters?

It does matter but between the two you mention then no I doubt it would make a difference. To me the perfect goverment is a goverment that sits in the background. They must be there and have the overall control but they should interfere as little as possible and keep the markets as free as possible.

Nice opinion pal. I think culturally, a more detached government won't work in my country. People in my country just look at government as big brother.
