Littering: What do you think of people who litters?

I was driving along a highway when i saw a car in front of me opens his window and threw an empty bag of potato chips. I was surprised, because the highway is CLEAN. There are no trash because if only for vehicles, people rarely throw anything.
When i saw this i was asking myself, can there be a LAW about people littering in the highways?
Or anywhere can there be a law all over the country for people who loves to litter.
What do you think about those people who loves to throw their trash wherever they want to and whenever they want?

I think such type of people wants to make their house dirty.As littering outdoors is considered littering ur house.
Everyone should feel that this nation is my nation and i want litter it,then only we can resolve this problem from the roots.
Im sure this can be made possible !
