It is highly likely that your observation is true, especially when one easily expresses his love for another but, sadly, such love was not reciprocated by the other.
However, I feel that this could likely happen only when the feeling is not mutual.
If one loves another but the other does not love him, it will naturally follow that his love would not be requited.
In this case, it is quite evident that the one who has given love would find it hard to gain the other's love.
Nevertheless, if the feeling between two individuals is mutual, I feel that it is quite likely that it will equally be easy to express one's love and to gain the other's love.
If, for instance, A loves B and B loves A, then if A expresses his love for B, then B could easily reciprocate A's love, since her feeling for A is the same as A's feeling for her.
In this particular case, thus, I feel that your observation may not be entirely accurate.
