well its not mandatory to have a debit/credit card for opening a paypal a/c, though if you don't verify your a/c then you will have some limit like you can send only $100 and not more than that and can withdraw only $500 maximum from your a/c. And if you want to verify your a/c then you need to have a US bank a/c or a Credit Card.

you dont need any credit or debit card to great an account you need a credit/debit card to verify it later to send/withdraw money from your account if you dont have any debit/credit card you can use Virtaul Credit Card to do so but im not sure where you can get such
