Third Party Tracers - Anyone ever try this out?

Have any of you been receiving info on this in sites such as craigslist or any other job sites? The way it works is you contact a list of people who are owed money from a mortgage of some sort. Then once they fill out the form along with you "tracer number" (?) and send it into HOA, you receive commission. I inquired but they asked for money. No way will I ever send money but I wanted to hear from others their experiences.
