Welcome to myLot. You can verify your Paypal account with a bank account but it takes a long time. Paypal deposits a penny or something small into your account then you wait for your bank statement to be posted to you and then you go online to Paypal and enter your transaction code from your bank statement. This verifies who you are, your bank account and your postal address. Payment is as replied to above.

Yes you can, but if you do not give a credit card number, you will not have a 'verified' account. But you can still receive payments through paypal. Paypal will send you a rupee check when you have accumulated a minimum amount, they will deduct charges though, for conversion as well as for sending the amount to you.
