I want to start a web site on some technical topics. I wish to know about programs ( online) that can manage the articles / on web sites.
My aim is , I will be publishing many articles/ tutorials. I want it to be listed catogerised, it should list the most popular articles, recent articles etc.

I'm not sure I understand what you are lokking for. Are you looking for hosting or a template for a website?

Hosting, DomainRegistration etc is over. Now I am looking for a web template that can also manage posts in the site.

What you need to do is get a domain name for your self .Then get a web hosting site .You should try to determine the amount of traffic or e-mails that you anticipate producing as this will reflect on the amount of space that will be required of the server that you will be renting .If you plan on selling any type of product you need to arrange an E-commerce plan with someone like PAYPAL .Look up each of those subjects that I've suggested and then private message me for any other help that you may require.
