My beagles are not going into heat

I did not get my beagle puppies fixed, because of my financial situation. There are no males around here to mate with them anyway, so I figured it would be okay to hold off on until I could come up with more money. First, how much will they bleed when they go into heat? And when should this happen? I really expected it to happen by now, they will be one year old, next month.
