What are parameters for exposure in films?

Is exposures n nudeness in films on demand of script as the actress keep on sayingcorrect? What according to youshould be the parameter for exposure? Should Nudity in the films begraded I mean to say half nude quater nude or so???? if so on what basis

Ive never understood how such portrayals is considered acting. It is just done to sell the film.
