The success of any rule is if people adopt it, just making the rule or charging for violation will not make it successful. Every one knows that wearing helmet makes good sense but we see people carrying their helmets in front of their bike and putting them on only when they reach a crossroad, to avoid fine.

Wearing helmet is good practice for motorist. It is good for your loved ones. Most accident victims die because they don't wear helmets. Having a law in place is only part of the solution. Sometimes helmets are worn too far back, straps too loose, straps clipped together on top of the helmet or not clipped at all. An improperly adjusted helmet may provide very little head protection in a crash - it's not purely aesthetic.
