find the registered owner of a mobile number

I have received distressing sms messages on my mobile phone and I believe I know who has been sending them. I have approached this person and they deny owning this number. I would like to know where I can go to find these details without having to pay for it

Unless the person you referring to uses this phone number as their main number and has used it to register on any websites, you will not be able to find out who owns the number.
Are these messages harassing or causing some other legal problem? If so, you can go to the police and they can track down who owns the phone. Otherwise cell phone numbers are not public information.
