When will conscience work....

Conscience works and starts questioning a person's behavoir, those acts or deeds, or about the wrongs he/she done in the past,only when the person is expericening solitude,and he/she is alone. Why is not awake when we are in a group or make ourselves busily engaged in day to day activities?

I think that a good religion is what we need to reinforce our conscience.People who are worshiping are more humane,isn't it?
