Write articles before sending query, or wait until response?

Do you write your articles before you send a query or do you wait to write an article until you recieve a response from an editor? I mean with non fiction magazine articles. I realize that fiction is a completely different ballgame.

i have written and published non fiction and when sending a query letter, i usually write a paragraph or two and send it with the query, if its a go, then i can work on it...if not, i haven't wasted too much time.
