Street Children in Manila

I live in Manila the Philippines and am very upset with some of the local parent(s) who encourage thier kids to be a street beggar on busy streets in Manila. Some kids are really small but when cars stop on traffic lights, they come to collect changes even on rainy day. It is so unfair that some kids have to do this simply because of the bad parents they have. The government should also do something about this.
