Well, let's consider some of the reasons cheating can be 'justified':
1) The person next to you allows them to cheat; therefore, you're not actually wronging anybody by stealing their answers, since they gave you consent to do so.
2) The teacher is terrible and hasn't taught anything. Blame the teacher. Unless you cheat, there's no other way you'll pass.
3) (the only reason I'd actually support, somewhat) The subject you're cheating for is worthless in real life. Why should you waste your time & brain energy studying useless information when you could be doing something more interesting and helpful in life?
Truthfully, I don't support cheating, but I've done it before (I've never been caught, though, of course). If a student is caught cheating, they should be punished approriately by the school administration. This way, they'll learn either not to cheat anymore or at least to cheat more discreetly. The most obvious, inevitable punishment for cheating is the student losing their teacher's trust; and in my opinion, that's the worst as well.

well i think if a student cheat just 10% of his whole answers it tolerable but more than that is not really nice n shud be avoided...

Cheating is a part of being a student. It is bad when you do it often because you are just relying to your seatmate's answer you doesnt have the initiative to study the lessons and be ready for exams.
