slow child

I have a 2 year old niece that doesnt do what normal 2 year olds do. Its so hard to teach her, nothing seems to retain in her mind. she doesnt even know who to call mama if a woman or papa if a man. she cant walk or run without falling. even if shes standing, she still falls. i dont know. her mother doesnt even know what to do either. could anyone help us?
