I think it depends on the situation, really. If there is an infestation, then it should probably be discussed with the landlord, if it is precautionary fumigations then it really shouldn't be the landlord's responsibility. All landlords are different in how they rent out property, it would probably be best to have a talk and come up with some sort of an agreement on something like that.
