If I were the topic starter I will pick you as the best response and logically correct. There's no sarcastic in that believe me, seriously.
Well in our province some fresh water fish is being sold while in a water tank like "tilapia", "dalag", and "hito (mudfish)". Sorry I don't know the english for the first two. Now everyone would agree that indeed its the best sign of freshness seeing the fish alive in the water.

I've always heard the advise that fresh fish should look like it was still in the water...like it's still swimming. That means the eyes aren't red or swollen, the scales are shiny and are intact, not falling off. And if given the the chance to smell it, it shouldn't be fishy smelling at all, but should have a good smell of the sea. I hope I was able to help!

If the fish you are buying is yet a whole fish, look for:
-Moist, and even slippery, skin
-A shiny skin with firmly attached scales (If Unscaled) and bright coloring
-Bright red, moist gills
-Firm flesh, which bounces back when touched
-Crystal clear eyes - not sunken into the surrounding skin
-A fresh smell
If you prefer the convenience of buying fillets or steaks look for:
-Firm flesh
-Clear white or red color, depending on the variety of fish
-Even coloring
-Moist appearance
-A fresh smell
I hope this helps.
