your best bet is to call Dell and have them custom make one for you. They will put together a nnotebook computer for you that has all the programs you want and need to the the things you want to do with your computer. They also have payment plans so you dont h ave to shell out all that money in 1 lump sum you can make smaller payments to make things easier on your pocket.

well if you find a notebook or a laptop for around 400 dollars. I would make sure it has all you want in it. ie ram cd/dvd player recorder processor network connectivity both wired and wireless. Personally I dont think you can find one with everything you want in it for 400 dollars but there is no harm in looking.
