I think 16 is too early to drive a car. I think no one should earn to drive (except in a similator) until they are 18. I prefer kids to be 21 to drive. There is too much emotional instability and reackless thinking of invincibility for kids and teens to drive.
Ok but I must confess..I learned to drive at 13 in a small town mostly driving country roads

I think it can be too young. But that also depends on the child i think. There are some who dont take the responcibility as seriuos as they should and they are the ones that are in the wrecks or causes them. But there are also the ones that are responcable and have taken the time to know the rules of the road so to speek and they do just fine. I was 16 when i got my license and knock on wood have never wrecked but 2 of my friends got theirs i think at 17 and 18 and they wrecked shortly after getting their license becasue they werent driving responsably.

Its ok to drive when you are sixteen. You don't need a car load when driving, just do the right things and obey the law and there is nothing to be concern about other then the people around up. Just remember that at sixteen a car is just to get you from point a to b and not to show off like a toy. Its not only your life but others you think about while driving. I wiah you luck and read your laws.
