AdSense and Blogs that contain Get Paid To sites

I was browsing though discussions about AdSense on mylot and I came to a discussion where someone wrote that Google AdSense doesn't allow Get Paid To programs ( Paid to click, read, surf, complete offer etc) on blogs/websites where their ads are displayed. This is the second time I read this but the first time I thought it was not true as I have seen many sites with these programs and Google Ads. I am wondering if this is true. I have already read the AdSense rules but I can't say if this is true from what I read. Could you please share your opinions. Thank you.
