would you pay 20 $ for making a personalised website instead of a a blog

hey guys blogs are in fashion but do you think a low cost websites can replace them and whats the amount you think will be comfortable for users to switch to paid websites from free blogs
please note the 20 $ showed here is inclusive all cost that is domain name hosting n designing

oh so you wouldnt like to have your personised website with forums and polls on it instead of a blog
or you think 20 $ is expensive in comparison of free blogs
