why federer fails to beat nadal on clays????

what could be the reason that federer cant outfox nadal on clay surface? nadal is not 100% fit and he managed to win french open for third time again... this time i felt that federer did not serve well thats the reason for his failure in the final clash... hope the great fedex will win the french open at least once....all the best for the next time federer.. ---wats ur opinion can federer outfox nadal on clay??
