If it's in one of those online sites that offers you free merchandise, you probably have to refer a number of other active members to their programs. I haven't seen a cell phone offer with them, but it wouldn't surprise me. If it's with a cell phone dealer/company that is known in the industry, there will be a contract or other purchase required.
