There are different types of PayPal accounts. I'm guessing you would want the very basic one which allows you to receive payments like from here are to make purchases on the internet. It also can be set up so you can get money in your account transfered directly to your bank. This basic account is free. An account where you use a credit card or where someone pays you with a credit card rather than from their PayPal account for something that for example you sold them on Ebay is not free.

PayPal is the website, which holds your earnings from MyLot and from another sources. Using the money in PayPal, you can shop online, pay Premium Accounts in games, or just withdraw your money and spend it somewhere. It's up to you. To create your account, just go to www.paypal.com. There you'll find the option to create your account (sign up).

Pay pal is good because you can use them to pay for things over the internet and not have to submit your credit card or bank information everywhere. They handle all of that for you. You can also recieve money through paypal, so it is a useful tool. All you have to do to get an account is register your email address and then you can add whatever credit cards or bank accounts you to to it.
