Passing Lanes

Why is it that most people don't use the left lane for passing? Seems like everyone just likes to "cruise" in both lanes making traffic worse.

People are just inconsiderate drivers. I almost wish they would make it a ticketable offense for people to cruise in the left lane. It's so frustrating when you've got a left lane driver that seems to want to go the same speed at the person they were supposed to pass!

thank you for your response...i know that in Texas it is ticketable to cruise in the left lane.
