Teens and Cars "death machines"

At what age do you think we should start leting our children drive. I believe that is should be baised on series of tests including some kind of personality test to tell if the kid is mentally capable of handling something that could kill or injure someone.

When they are 18 and older. And just when they have enough experience after finishing the courses for driving license.I wonder why so much parents spoil their children and buy to them cars when they are 15-16 years old. And later wonder why their children make too much accidents:-(
