Problem with a noisy DOG!

I have this cute puppy named "BILBO". He is so cuddly and noisy that everytime he meets a stranger he barks at it as if his blood vessels are gonna stretch at its longest length! hehe we all know that there we're some ANIMAL HATERS who gets annoyed or afraid when animals are around them or heading its way to them. The only intention of my dog is to make friends. Now, we have this small eatery that these past few days there are less customers eating because of my noisy dog. hehe How can I train him to be quite in making friends??
