I need advice concerning repairs to my Aparment /Illinois law

Hi everyone.
Maybe someone out there can help me out with a situation involving landlord/tenant and needed repairs to the apartment unit i reside in.
It has been 2 months since I have moved in and there is still no working heat/air.
It is getting very hot in the apartment and although i have a few fans running, it would be nice if the landlord did his job and fixed our A.C as it is still very uncomfortable for myself and my pets.
There are also other needed repairs in the unit and building itself that may be violating city codes.
Several attempts to have this problem fixed have been made but the landlord still fails to address the issue, claiming that there is a problem with the wiring in the building and there is nothing he can do without the owners consent.
I have not heard from the owner since (one week) and have no way to contact him by phone.
Today i will be sending a letter by certified mail to the address where we send rent (owner) so the issue is in writing and to demand that repairs be made by a specific date.
I am not sure what my rights are or who i should contact in regards to the other issues/violations in the building.
I heard that one could have a building inspector come in to take a look around but i do know who to contact about this. Also i can't seem to find any documents stating tenants rights so that i could include that in my letter if needed. (should i do that?).
If repairs aren't made i do not know what my next step would be because i can not afford legal help at this time.
Any suggestions anyone has out there would be much appreciated!
