the Longets penalty shoot-out ever?

Today was the semi-finals of the european U21 championships. The first match of the two was between England and Holland. The Match finished 1-1 and went into a penalty shoot-out, and one of the most epic shootouts i've ever seen. It finally finished 13-12 to Holland after both teams had taken 16 penalties each.
Is this the highest scoring penalty shoot-out ever? and if not does anyone know what was?

I once saw a lower league english came go to pens, in a small cup and the score was something like 31-30.
I mean it came to a point where the goal keeper and to take one and then everyone else. it was the most asuming game because the goalkeepers was awful, the only reason the game ended was because a guy blasted the ball onto the crossbar.

yes it was the longest pennalty shoot out ever the logest before was between china and i may be wrong but i think japan and the end score was 12 11 and i think it was china who won and this was in the mid 80s k cheers
